Not sure what you are seeing with the first question. They don't use bank hours to pay green slips. Its possible you may have to use bank hours to get up to the GS trigger if you are short for the month but that is a transaction initiated by you.
In your second scenario -- you are correct.
Its a good deal to bank some hours at a low pay rate and withdraw them at a higher rate. Advanced entitlements is another good opportunity to do this. Fill your bank just before you upgrade.
