I was told if you Complete IOE by the 21st of April with paperwork, signoff etc completed, as long as its before 12 pm then you can bid for the month of May. Realistically you truly would need to be done by the 19th/20th latest with all the I's and T's completed.
That's why I said:
if you get done with IOE after the bids close.
You'll be on reserve either way.
