The 727 can handle about 16 a month. However, if they combine crews and train Captains, FO's, and SO's all in one session they can get more. The trouble is the bottleneck in the FTD's.
If they go offsite, this will increase exponentially. Then, they will be bottlenecked with lack of instructors IMHO.

There are also limitations on IOE --- especially with the shrinking bid pack.
Recently, I've heard 18 per month max --- 12 per month optimal.
