I am not trying to be argumentative and I am certainly not a lawyer nor did I stay at a Holiday inn last night "currently Red Lion" but I read it differently. The heading this is under in the FOM is
PERSONAL PORTABLE ELECTRONIC DEVICES FAR 91.21 , FAR 121.306 and the first of the paragraph I read to prohibit anyone even crew from using the listed devices and then lower section gives only jumseaters the ability to use the devices. Then lower it addresses the ability of crews to use the PAT. IF I was having a check ride and a real FAA inspector was on board I would request them not to be used. Just my opinion and your mileage may vary
