The harsh truth is, if they need more controllers to cover the gaps in the rest rules all they have to do is raise taxes and throw around some more cash like the govt always does.
If the airlines need more pilots, they have to raise ticket prices. I think that's the bottom line.
Ding! We have a winner! The government WANTS to create more jobs (ATC), while companies do not want to increase costs (more pilots). It's a win-win for those who hold the purse strings.
