It's all about seniority...

Non-PBS: It gets better as you get more senior. You bid for pre-built schedules for the whole month (or 28-day bid period). Even if you're senior it can be a challenge to find a good schedule which has all of the days off you need if you have kids, other job, etc.

PBS: The bottom line-holders get hosed except for one thing: With PBS you can normally get a particular non-holiday day off. With hard lines you might have to take a crap schedule for the whole month just to get Tuesday the 3rd off your kid's school event. PBS offers more flexibility for almost everyone.
