I think it refers to the MEC but I believe Council 11 (DCA) still has a resolution pending on Friday's meeting to give direction to the LEC officers to begin a recall effort. United union chief dodges recall

Capt. Wendy Morse, the first woman to head a major U.S. pilots union, has dodged a movement to oust her from office.
A vote on a resolution to recall Morse was deferred Friday at a meeting of the United Master Executive Council of the Air Line Pilots Association, union spokesman Dave Kelly said in an email.
Because the council didn't throw out the resolution, Morse could face another recall vote when the union leaders meet again in July. She is under fire from a faction that thinks the union needs to be more confrontational in negotiations with United Continental Holdings Inc., the parent company of the merged United and Continental.
If Morse is replaced, it could signal the kind of labor discord United wants to avoid as it continues combining workforces into the world's largest carrier.
Beyond internal discord among United pilots, there's another testy issue to come - melding United pilots' seniority list with that of Continental pilots.
Pilots at Northwest Airlines and Delta Air Lines cleared the hurdle without too much rancor, but six years after America West Airlines bought US Airways, seniority lists remain divided and pilots fly separate fleets.
