The reason that fell by the wayside, is that it pinpointed exactly where the delays were coming from, and the majority were gate/ramp. However, ACS didn't like the finger pointing at them and basically ignored the info.

Since the BK and merger, there are new people in charge, who are reinventing the wheel. Keep in mind, Marketing is the dept that controls what happens at this airline, Flt Ops is just a support division.
