I've found that it's typically the PM that does the PA's.... or it goes to whoever thinks of it first. On the IFE equipped planes myself and most guys I fly with keep PA's to an absolute minimum.

The chime switch and seat belt sign are typically the CA's, which makes sense.

Maybe they don't trust Mr. Complainsalot to say something nice over the PA.

As a newhire on a "south" airplane in a "north" base I have flown with a good mix of "north" and "south" guys. I can confirm the difference. When I fly with "south" captains, they often make the enroute and descent PA. My OE as well as first couple trips off OE were south guys, so then when I flew with "north" captains I had to be reminded to do the PA and in actuality I was a little confused for awhile as to what the norm is. Now I just make the PA any time I am PM unless they beat me to it.
