My experience, half do PA's, half don't, most all of the southies A on the 88 do the descent PA. A few don't and when I'm PM you can bet the FA's don't get their 20 min warning because I assumed the Captain was gonna do it...
Of the half that do them, maybe a third or so shouldn't and of those many need to read the FOM on silent hours.
Of that half that don't, maybe 2/3rds should pick it up? Because some really great A's should speak more often, they do it really well.
However, there are those who do a bit too much pilot lingo. And I was deadheading on a plane once and the Captain did a full 5-8 min talk (time that out, that's very long on a PA) to explain something about global warming and fuel saved collectively by flying on an airliner versus if everyone had driven or something, anyways, solves global warming. It was a long PA and the A has my permission to do whatever he wants without hearing me question it, but I do tend to favor the right wing of the airplane so it was a tad longer.
The more you ride in the back the less PA's you make because frankly all you hear back there is one FA PA after another.

By the way, I'm sure other organizations are doing this too but one way my church has decided to help is for us to go to Walmart, Target, Lowes or Home Depot and buy gift cards. They distribute them to those who need them or to those helping those who need them.
