I gather you did not read the LOA. You are confusing positive space with notification of DH deviation. They are totally separate.

From the LOA:Off- Rotation Deadhead- Positive Space Travel for Deviation at Beginning of Rotation Currently, a pilot who utilizes an off-rotation deadhead at the beginning of his rotation is responsible for his own transportation. Effective immediately, such a pilot will be afforded positive space travel from a domestic airport (or an airport in the Hawaiian Islands) in the vicinity of his permanent residence, so long as Company Business seats are available on his desired flight. Such travel may be booked under Company Business in TravelNet up to 14 days prior to report of the rotation. A pilot who makes such a reservation will be required to make every effort to cancel it if he no longer requires or intends to use the
