You're the MEC of XYZ Airline's pilot group. You want it done now. "You need to quit delaying, we're not just going to accept this anymore." could very easily lead to an "Ok, it is really easy, fast, and simple to just staple you to the other airlines' groups."
Like it or not, everyone has to be nice to this guy and give him the time he needs.
He should do his job, as promised, on time. That is what is expected of all of us everyday. That is what should be expected of the arbitrator. When he says "I know it's due Monday but I'll get to you by next Friday" then it's "It's all done but I just want to review it over the weekend" now it's "can you just send me a new list of pilots?" It's just unprofessional.
