22.B.2 is signing and forward. LOA 2 (Transition) dictates changes intermediary and past/future correctives. Here it is:

V. Pinnacle Pilots' Date of Hire Correction
A Pinnacle Pilot who is hired prior to February 18, 2011 shall have his date of hire
adjusted to the first day such Pilot commenced training, however, the pilot's longevity
date shall not be adjusted.

You can't get more clear than that.

I won't go into what is "the hold up". I am not on the merger committee or MEC (anymore). I am only showing what was talked about within this thread to being "unrealistic" since it's covered in black and white. In addition as a personal mindset if this IS the case/holdup I find that to be a horrible way to try and conduct things. Not keeping everyone on an equal starting metric is running a race and giving 2/3 a 3 second head start. Makes no sense at this point. I don't care what's going on behind the scenes- I am sure Bloch sees the big picture, but I would like to see the list.
