The transition portion you are referring to wasn't signed until Feb and doesn't say anything about using those dates for SLI.
The certified lists accepted by all 3 and used in all modeling was the 9E list with DOH as class start date. That I do distinctly remember before leaving. Class date/checkride date differential was not used. It was pre-discussed, agreed upon, put into the contract (writing), as well as agreed upon by all 3 mec's/all 3 pilot groups. It has always been this way. "By rumor" until today.
