Does a transport category aircraft under a Part 91 ferry require an ELT? 91.270 is the reg that lists the ELT requirements. Does paragraph E) exempt an aircraft being ferried to a new operator from having one installed?

Whatever happened to "read, speak, write and understand the English language" added purely as filler.
