Seriously, how can someone who is 6'10" not be able to dunk? He'd probably not have to jump 4 or 5". Oh well.
For assignment to fighters, I believe, the military looks more at the height of ones upper body, from the waist to the top of the head, to determine if they are eligible for single-seat operations. It wouldn't do to have your head act as the canopy breaker tool on ejection, but since they don't give us parachutes and ejection seats, as long as someone can see over the glare shield, while being able to simultaneously reach and push either rudder pedal full travel, they should be eligible.
