To start with, you gotta be able to see enough to make a high speed reject. The more stuff the runway has-markings, lighting-the lower the minimums.

There's standard mins, and there are company exceptions that lower them further.

For a commercial operator, adequate visual reference would be defined in the carrier's operation specifications. That is how John and Martha King explained it in the Jeppesen IAP video.
