Mex Air Freight
Question: I notice that Areonaves flies LRD/TOL a couple of times a day. Are foreign air carriers allowed commerce in the U.S.?

That still doesn’t allow them to operate from US territory to US territory for profit. The exception would be if they stopped to unload in LRD without taking on additional load.
that is possible because its cargo, not passengers. |

Consecutive cabotage(?) 8th Freedom of the Air?
It's not a LRD-TOL flight. It's a MMQT-TOL automotive charter with a tech stop in LRD (8th freedom). They don't enplane any cargo in Laredo to drop off in Toledo. Strictly US Customs and gas. Probably steering wheels for Rubicons. |
LRD is a very common customs / tech stop for the auto-parts operators throughout North America.
