Question: I notice that Areonaves flies LRD/TOL a couple of times a day. Are foreign air carriers allowed commerce in the U.S.?

that is possible because its cargo, not passengers.

It's not DHL, it's auto parts.
It's not a LRD-TOL flight.
It's a MMQT-TOL automotive charter with a tech stop in LRD (8th freedom).

They don't enplane any cargo in Laredo to drop off in Toledo. Strictly US Customs and gas.

Probably steering wheels for Rubicons.

LRD is a very common customs / tech stop for the auto-parts operators throughout North America.
