Correct. But the NMB has rules on when negotiations are at an impasse, they can't just stop mediating and park the negotiations. They will proffer arbitration which can be rejected by either party, and that's when the 30 day clock starts.

Anyhow, after the impasse, there is no such thing as "not be released to strike". By definition you are free to do whatever you want after the required cooldown period has finished. It requires an act of Congress to stop it, and they have never done it to an airline in the past, I doubt they will start now.

That was the PEB. PEB has 30 days to issue a non-binding recommendation, and after that parties have 30 days to consider the recommendation. After those 60 days, the parties are allowed to self help. The PEB can not "stop" a strike or issue anything that binds the parties.

yes, and the NMB can delay a release to a large degree, but not indefinitely

what are your schedules like?
Cargo cockpit layout with lav in the flight deck and 4 jumpseats, or standard 767 2 cockpit jumpseats?
Rest seats or bunks?

They’re a mix of 28 and 56 day lines. 16/12, 8/6, predominantly 16/12. All the 763s have the lav and 4 additional seats. The 757s have 4 as well but that’s a cramped cockpit. The 762s that we were flying had the lav outside the flight deck but those are going away.
