Default Aircraft coming out of Maintenance Checks

Found out today that A300 came out of maintenance B check in MEM just days ago, the aircraft had metal shavings found in the tail plane jackscrew but it got sent out anyway, and the receiving outfield station was then ordered to fix this aircraft in the field. I have posted before here about the reduced hours being spent on the MEM B checks and there appears to be a shift from getting the work done in MEM and instead sending it out to to the field stations. What is the purpose of such heavy maintenance checks if the deferreds are just going to keep flying around in the system instead of FIXING them at the time of the heavy maintenance checks ???

I know nothing about the 121/heavy jet world so pardon my ignorance...

Was the jackscrew discrepancy written up during the check and deferred, then released from the inspection? Any idea what the scope of the repair/fix was and why they would defer it to an outstation? Surely it couldn't have been the cheaper solution.

I am betting that it was in tolerance to make the flight. Way to much risk in risky MNX. However if you are really concerned I went to a lot of trouble to find this for you:

The aircraft was issued an E.A. order to make the flight to this outstation ............... Interpret as you please but it is something that begs attention and a lot of questions .............................. I am increasingly concerned at the maintanance philosophy and it should be addressed.
