FedEx-Whose idea for TA
I may have missed this somewhere along the line, but whose idea was it for this "bridge" TA? Did the company propose it and the union liked the idea and agreed to it or was it the other way around?

From the NC (emphasis added): "We decided to pursue a TA, which provided immediate improvements without giving away our opportunities to continue bargaining – albeit outside of the formal Section Six process. This TA represents exactly that."

Sort of like swerving your car to the left, across the double lines, to avoid the skunk in the road while failing to notice that fuel tanker coming the other way.

Thats what they said, but it doesnt answer his Q. To pursue something that may have been offered is different from proposing something and presenting it to the Company. Big difference. Not sure what the case was.

My (imperfect) take
A complete answer can be found on the 50-minute DVD from the NC which recounted the progression and time line. I recommend you watch it, if you haven't already done so. There is probably a copy/link on the ALPA website also. In short, if I recall correctly, things were at a standstill due to the company's refusal to continue negotiations in light of unknown future impact of NPRM work rules. After approval from the MEC, the NC went to them with the FDA improvements/bridge TA idea. The company loved it. And here we are. I could be very well wrong--if so, please correct me.
