Of course they will never admit they are making outrageous assertions. That the thing they want requires our management culture to completely change. Apparently management has come to the conclusion there is nothing to lose but all to gain by stalling negotiations. A time honored technique from some seriously old school managers. If they could just convince us of that "fact" all will be well. Do you think they respect our negotiating process? I don't.
