My point is that most omni flights, are not permitted to have js’ers from offline. Am I not correct?

Omni dispatch CAN authorize offline jumpseaters on certain military flights, mainly Patriot Express flights when no weapons are carried on board. The caveat is base access. Years ago we used to operate the Patriot Express ATL-SNN-KWI on the DC-10. On occasion we would have jumpseaters on the ATL-SNN leg. No weapons on board, and between civilian airports, welcome aboard! Unfortunately right now all PE flights operate through military air bases, so the logistics of getting an offline crewmember to the aircraft would be too much of a challenge. Not to mention these flights are almost always at capacity with military space-a's, their equivalent of non-revs.

If the 777 cargo expansion is accurate, there will be plenty of flights to jumpseat on in the not too distant future.
