I think the point is hoping enough chumps pay the $19 at check in for a guaranteed shot at a window or aisle in EC. At least that's how I see it.

According to Paul Jacobsen at a road show, those "chumps" will fork over +$1B in revenue that we would not have gotten otherwise. The strategy is to post "basic economy" fares to capture the customer (not "chumps".... they pay our salary) and then let them pay small upcharges (want an assigned seat, WITH your family together? +$XX. Want more legroom? +$XX). Multiply those small $XX upsells times millions of pax, pretty soon you're talking (begin Carl Sagan voice) BILLIONS.
Based on my 14 Feb PS check, I'm OK with this strategy.

Question for all the Non-rev gurus here. What's the closest to departure time you can list for an international flight? Also, any idea what the extra fees for a family of 4 might be? Thanks..

Fees on international segments depend entirely on the specific taxes levied by the country in question. You should be able to see them by making a dummy booking.
