If your schedule actually shows a new report time later in the evening then that's your 23k recovery assigment. You can self-acknowledge that change and report at the new, later time. If you don't acknowledge, or your trip still shows the original report time, then by the book you are required to report as originally required. If you can I'd lean towards staying home and coming in later. Yes, you'll miss out on maybe some EDP if that later flight delays a bunch because you would have dutied on much earlier, but personally that's not worth trading for a good chunk of time at home. The other issue is with a later report time you legally can fly much later into the night on a delay, but if things push to the point you're not fit then just call out fatigued.

Thank you, good info to know. They ended up keeping original report, giving me a 0000 ATL-ATL "flight", then 7 hour domicile layover. Obviously not long enough to count as a layover and I still have my original report time. But with this change it sounds like my FDP clock starts as normal but now I can stay home
