How much would Cash over Cap help us?

I see mention made of this in a number of threads. But there are still gaps in my knowledge.
Do any of you have any guesses on how much Cash over Cap would benefit us on average?
Is it subject to future obligations in Dodd Frank?
It is irksome to butt up against so many limits, only some of which are imposed by the IRS. Some are philosophical.
The refusal to pay cash over cap seems like a wealthy aging customer who insists on a senior citizen discount. We understand the convention, sure, but it is tacky in some cases. Especially if it's a local, marginal Mom 'n Pop business.
If my limited knowledge is correct, in our case, in this TA, the IRS limit becomes yet another excuse not to pay 100c for a dollar's worth of work.
If left capped, I perceive of this as being tacky.
