Hmm, the actual verbiage of the MEC resolution is more affirmative than talked about elsewhere on this site and JF.. In pertinent part:

"WHEREAS, the FedEx MEC believes that approval of the tentative agreement and its ratification by members is in the best interest of FedEx pilots."

Approval is the minimum standard.

Look for the word Endorse.

Here's the same Resolution with improved formatting (and MEC verbs highlighted):

Subject: Approval of Tentative Agreement

Resolution #15-19

WHEREAS, Railway Labor Act Section 6 negotiations with FedEx management began in January 2013; and

WHEREAS, the FedEx MEC Negotiating Committee has briefed the FedEx MEC throughout the bargaining process; and

WHEREAS, the FedEx MEC Negotiating Committee has presented the FedEx MEC with a tentative agreement reached with management on August 19, 2015; and

WHEREAS, the FedEx MEC received a thorough briefing from the Negotiating Committee and ALPA professional staff concerning the contents of the tentative agreement; and

WHEREAS, the FedEx MEC has considered and vetted all viable alternatives and strategic considerations; and

WHEREAS, the FedEx MEC believes that approval of the tentative agreement and its ratification by members is in the best interest of FedEx pilots.

THEREFORE BE IT RESOLVED that the FedEx MEC approves the tentative agreement reached with management; and

BE IT FURTHER RESOLVED that the FedEx MEC directs that a membership educational effort be commenced immediately; and

BE IT FURTHER RESOLVED that the FedEx MEC authorizes internet/telephone voting membership ratification by FedEx pilots in accordance with the ALPA Constitution and Bylaws and Administrative Manual provisions regarding such balloting starting 1000 EDT September 21, 2015 and ending at 1000 EDT October 20, 2015.

Exactly.

To my knowledge, captain CD has not endorsed this deal in any way, shape or form, neither in public nor in private.

That is because he obviously does not support the TA, even though the MEC does. He is just vote though, however his job is not to remain neutral and I can assure you he is not neutral. Why the rest of the MEC has not called him on this continues to baffle me as we do not need to pay some that kind of money to do nothing. Where are the other Officers letters and comments on the TA? Oh yeah, same place as CD's.

The Denver buddy group surely knows how he feels...I would have more respect for him if he had the rocks to say what he really thinks rather than hide behind fake neutrality and use pawns to spread his desired messages.

But I digress

I understand your feelings 2cylinderdriver, but having the pleasure of knowing CD, I can tell you he is a standup, morally-driven guy. I was alluding to his lack of endorsement of this TA, in private and in public, as a true testament to his neutrality. That being said, it sucks that this TA is not good enough for our MEC Chair to fully endorse it. IMO.
