Job Description:
Lead a team of professional and seniority-holding instructors and evaluators in delivering the highest quality of instruction. Promote safety and human factors excellence through technical and soft-skills instruction to pilots. Accomplish required training and checks for FedEx flight crewmembers and contract customers in accordance with approved curricula. Ensure that FedEx crewmembers are trained and evaluated to conform to the highest standards in order to ensure safe, legal and effective flight operations.
Requirements:
Bachelor's degree/equivalent required. Minimum of five (5) years experience in one of the following: airline/military or equivalent check airman, instructor, evaluator or FAA designee or airline courseware development and instructional oversight. Airline practical experience required in one or more of the following disciplines: human factors, safety, curriculum development course instruction. Airline/military or equivalent management experience preferred. Strong working knowledge of federal aviation regulations. Strong basic management, human relations and communication skills required. Subject to regulatory alcohol and drug testing which includes testing for marijuana, PCP, amphetamines, cocaine and opiates.

Another instance where management admits that they are incapable of finding someone already an employee that is suitably qualified. Our VP Ops passes he opinion that we are the best in the world, yet no individual could be found inside the company for that job and, it appears, for the MD Training Manager position as well.
Company policy is to hire/promote from within first, then go outside. I can see advertising publicly for those rapper and aircraft cleaning positions, as the turnover is probably high.
I just don't see the turnover at the VP and Training Manager levels being similarly high.
I have worked in the training dept, and it would be illogical to bring an outsider in to manage any fleet's training, let alone the one for the MD.

If you can find someone off the seniority list who can do this job--perhaps a former World, Lufthansa, American Airlines guy etc it saves them money. Lots of folks would jump for a solid paying office job.
FWIW...UAL replaced one of their pilot hiring guys with an HR person. We have a lot pro instructors. One of our own MD-11 captains who retired medically now is a manager at AA.
I don't think this is a put-down for our own guys. I think its an attempt by the company to get an 80% solution for 50% of the cost. That is a trend not only here but at other airlines as well.
