After a little research I found the answer to this question. My wife must be age 65 and have been covered by the FedEx Dental plan immediately prior to reaching age 65 in order to be enrolled in the ALPA retiree Dental Plan. It is spelled out in the Benefit Plan Certificate. Your children may be covered up to the limiting age.
So it looks like she stays with the FedEx Dental Plan for two more years. More expensive and less coverage!!!
