The answer I used to give is because FSS used to be based on the field so they provided a local airport advisory...but now they're off the field and they don't do any monitoring so I guess it's just up to you to figure out what the weather's like.
It depends on how it reports. ASOS's can report a hourly METAR, AWOS's are usually minute-by-minute/2 minute updates. The ASOS will record the hourly report and throw it into the system, but I believe they will also update minutely also.

You're comparing apples to oranges to pears. Carb'd and Fuel Injection are two completely different systems that accomplish the same thing, just in completely different fashions. And it's correct, Contenential's are started with full-rich mixture(I know, I fly'm every day). Difference is how the fuel-metering is done and how the lines are hooked up. FI typically will increase the HP value of any given engine at the same displacement. For example, a 0-320 for the Carb 172 is 160HP, the IO-320 produces 180HP. O-470's(182) are 235, IO-470 is 265(used in the short-nosed 310's)

Correct me if I'm wrong, but I believe the reason for the different mixture settings for start go back to the fact that you have two different engine manufacturers. If they make the exact same engines that operate the same way, they have no competitive advantage. There are only so many things you can do to differentiate yourself when your business is selling aircraft engines.

The ATIS is referenced from an ASOS/AWOS station and the only significant difference is that the winds are magnetic...the ONLY weather source that has winds magnetic.
I believe ASOS/AWOS when broadcast over the radio is reporting winds in magnetic although on a METAR (which is derived from ASOS/AWOS information) winds are reported in reference to true north.

This is correct. METARs reference true north, ASOS reference magnetic north.

The general rule of thumb is if you hear it over the radio it is magnetic and if you read the text it is true.

That is correct, hence why you need to correct winds-aloft for Mag-Deviation.
