There are a lot of good ideas here. I would also recommend that you spend hour for hour on your computer with MS Flight. This will save you valuable time visualizing the approaches , mis-approaches, holdings, procedure turns etc. When you fly with a safety pilot both you and the safety pilot can log PIC for that time that you are manipulating the controls under the hood. This will allow you to barter your time and aircraft for something fare I’m sure. Any private pilot even non-instrument rated can be your safety pilot.
