Default Flight School Start-up Through JC

Not sure if this would get me in over my head, but was curious as to the process in starting a Part 61 operation through a local junior college. Currently, the college campus sits about a mile from the airport. However, there is only one aircraft available at the airport with which to instruct. Additionally, there will only be two instructors available to teach. I was wondering if anyone has had experience in establishing a ground school through a local junior college. Are there avenues through which to pursue funding for additional aircraft/facilities through the school? Again, this might be too huge of an endeavor, but I could not find any information on the start-up of such an operation. Thanks for any input!
