Instrument, then initial CFI. It seemed to me that the instrument oral was just one big game of "Lets play aviation trivia..."

For me my instrument was the hardest. I was my instructor's first instrument student and I feel like I learned rules more than weather/flight correlation. I had an FAA inspector sit in on my oral with an examiner that is known to be hard. The night before I didn't sleep well and my nerves, and the examiner's nerves, made it a really hard exam. End result was a failed oral, loss of motivation, and my 60 days expired with my 141 school. In hindsight, I am making sure I have an experienced instructor for my commercial and I am never letting my 60 days expire, ever!

CFI, followed by Instrument. From what I remember, my CFI checkride was harder than any military checkride I've taken, UPT included. However, everything is relative. Back then, I had 250 hours and things that I would find hard back then are second nature today. My CFI ground eval was 4 1/2 hours long, followed by two flights. So basically, it was a 9 hour day.
