Based on your name, I know exactly who you are talking about. Great friend of mine now as well. Although he is an expat, he's on a local contract because he's technically Filipino. I believe the expat pilots he's referring to are those that are either full or half Filipino, just coming from other countries. Because they have at least one parent that is Filipino they can obtain dual citizenship and get a Philippine Passport. There are expat Captains on the ATR due to the shortage of local ATR Captains, but they are on different contracts than the locals, and as stated before they have to have so much PIC time on the ATR already. As far as I know there's only 2 foreigners (not holding Philippine passports) that are on the local contract and both are FO's. Me being one of them.

Why dont you try Singapore airlines then? My older brother's friend used to fly with them being from EU. So, basically at current please do not really focus the attention on the requirments like citizenship and etc... Just please stay calm, and go ahead by contacting directly. I shall be flying in December in EU so basically then I can suggest more while we shall fly with my older brother. Again, please do not pay much attention on the citizenship or requirments. Just contact and and talk calmly and politely. That how it works at EU when we go abroad we just talk directly. Get as much information about the country you ought to be interested with. Then upon think further about the details.

Contact the embassy/consulate closest to your location. They have the most up to date information regarding your queries.

AirPhil was hiring (poaching?) from Cebu Pac.

The PPRUNE crowd makes Cebu Pacific sound like a difficult place to work due to crew scheduling.
