You are completely full of $hit. This will dramatically impact the practical usability of thousands of experimental aircraft around the country. There will be no safety benefit, but the FAA will hire dozens of additional bureaucrats to handles the LODAs and someone’s empire will grow. This will financially impact a significant chunk of GA in a negative manner. There is no benefit to this change in regulation other than creating more taxpayer funded jobs that accomplish nothing.
