Default FAA Funding Proposal

We know what the FAA thinks about the funding bill. They think that the skies will become overcrowded with VLJ's and the already short staffed ATC system will get even worse, so they need more funding for more ATC's and for modernization. And we know what pilots think, mainly GA pilots and AOPA members, that there is a 2 billion dollar surplus, and that the current fuel taxes are sufficient. I haven't really heard any input from ATC about this though. Are there any ATC's on here with an opinion on this? Do you think user fees and higher fuel taxes should be imposed or not?
