During my expat employment, 10 years ago, twice a week, I was scheduled to operate to PHNL. The folks at PHNL were a real joy too. Our lights were scheduled to arrive at 02:00. We used the crew line, as directed. There were four CBPers on station for pax and crew. Most pax were non US citizens. We waited about 1 hour + before taking the crew. And then, that was about 5 pax per one crewmember. As usual no supervisor around, so they said. Hope entry procedures, during the wee hours of the morning have improved.
