Default soft surface runway with control tower

Can anyone tell me where there is a soft surface runway with a control tower? Bonus points if there is a nearby airport with an approach ...

Elkhart Indiana, and Milwaukee Wisconsin (the smaller airport can't remember the id) come to mind. Both also have paved runways and instrument approaches.

Fairbanks, Alaska and Anchorage, Alaska both meet those requirements at the same field.

FAI has a lake/ice runway and a gravel/ski strip, plus two paved runways with approaches and control tower. One could also circle to any of the non improved landing areas from any of the approaches in FAI.

Anchorage Int'l and Lake Hood share a tower. Lake hood has a gravel/ski strip and the famous lake/ice strip. ANC has many approaches and three paved runways.

Ithaca, NY (KITH) has a grass runway (15/33). The main runway (14/32) has an ILS into 32, VOR to 14, and probably some GPS approaches.

Ferguson Airfield has both paved and grass RWY and Pensacola Regional is about 10 miles away if not less with every type of approach

Sorry I was unclear - I mean a soft surface runway ONLY and a control tower, no paved runways.

In case anyone was interested: KEVV KAAF KNJM KAQR among others seem to be considered soft surface by Jeppesen... airnav says concrete at KAAF. Must be in rough shape? Oh well, got what I need!

EVV, Evensville? Those are all paved runways there, that's a pretty good sized airport. I think Jepp may be confused.
