If I was running for president, I'd promise to build one of these plants ASAP. Stick it in the middle of South Dakota or Nebraska.

Because we have a poorly run government; perhaps "over-run" government

Alarmist environmentilists have pretty much killed the deals. Adds to global warming etc is common theme. Also. Coal mining is often most quickly and safely done by strip mining, Not in my backyard (NIMBY) attitude then pops up.

Best states to build these plants are Illinois (super king of coal), Missouri, Kentucky, West Virginia, Ohio, Pennsylvania, Colorado, Utah, Wyoming, Montana (another super king), New Mexico, and Alaska. Florida already has a plant that uses Illinois coal.

Going off what SaltyDog is saying...any one of those states are pretty much prime places to get this operation up and running.

I think the state should keep that fuel inside their own borders though. News loves to cover cheap gas stories, and by watching prices fall in one state from one controlled by the NIMBY flower children would push them to the corner cause right now, all America cares about is the prices for fuel. Not to mention the attention this state would gain and new business would be a rather hefty source of revenue...

Probably for the same reasons the US hasn't built a new oil refinery since the 1972 oil embargo, or a nuclear power plant since Three Mile Island:
Can't get permits
Can't get insurance
Not in my back yard
And whacko enviornmentalists who ignore science and reality
