NPRM FAA NOTICE OF PROPOSED RULE MAKING (NPRM)
1000.1(a). No operator may assign, and no pilot may accept an assignment for flight if that pilot, pilot in command, first officer or crewmember under the supervision of a pilot in command or first officer if that pilot, pilot in command, first officer or crewmember understands or attempts to understand or attempts to aid any other pilot, pilot in command, first officer or crewmember to understand or comprehend any or all, in whole or part, of the Federal Aviation Regulations, except as authorized by the Administrator or an agent or representative of the Administrator.
1000.1(b). If any pilot, pilot in command, first officer or crewmember under the supervision of a pilot in command or first officer finds that he/she has begun in any way, at any time, in whole or part, to understand any section, paragraph, sentence or word of the Federal Aviation Regulations, that pilot, pilot in command, first officer or crewmember must notify the Administrator in writing within three (3) days of said understanding.
1000.1(c). Upon receipt of the written notification in paragraph (b) of this section, the Administrator will immediately rewrite the Federal Aviation Regulations in such a manner that any form of comprehension hazard will be eliminated.
1000.1(d). Any pilot, pilot in command, first officer, or crewmember who notifies the Administrator as designated in paragraph (b) of this section will be subject to recurrent training until such time as that pilot, pilot in command, first officer or crewmember comprehends nothing whatever.
