The torch has been around for a while and breaks the water down to it's to elements-hydrogen and oxygen. This always takes more energy than it produces, which is why such an idea used in a car is a scam.
Nobody is holding up alternate fuels except a market awash in cheaper oil. If hydrogen or any other semi-practical fuel could be produced cheaper than gasoline, we would be using it.

Everything requires more energy to make than it gives off. However hydrogen/fuel hybrids do have their advantages already. Also if you notice you can buy a complete hydrogen setup from the man. Uses solar panels to run the generator that produces the hydrogen. There are other companies that make the hybrid systems. They use the current off your alternator to run and they work rather well.
You may have noticed that large fleet operators are not jumping onboard. It is a scam. He would have you believe he has done what GM, BMW, Ford and countless other companies with multi-billion dollar R&D efforts have been unable to accomplish.
