There are currently two production sites for the A220. One in Mobil and one in Canada. There are no plans to open a site up in Europe. The mobile site was set up for Delta for several reasons including duties and taxes. Most Delta deliveries will originate in Mobile. The aircraft has so far not been a strong performer for Delta and dispatch reliability is not meeting expectations.

Airbus is also constructing a pre assembly line in Canada to stuff the shells with more systems prior to them being shipped for final assembly as well as I believe are evaluating adding a second full production line in Mobile
Also I don’t think we are taking anyone else’s planes, but rather we are potentially leasing planes from Azorra.

My guess is that what was being said is that Airbus in the short term is moving some Mobile A320 production to Europe to free up the line for A220 production. Both the A220 and A320 are assembled on the same exact production line in Mobile.

Currently, between Canada and Mobile, the 220 production rate is at 6 aircraft a month, however, they are not delivery 6 aircraft a month. By 2025, they want production to be at 14 aircraft a month, with 10 of those coming from the Canada lines and 4 on the A320 line in Mobile.

This article I think is the most up to date answer to your questions. https://aviationweek.com/special-topics/crossover-narrowbody-jets/airbus-prepares-much-higher-a220-rates-new-versions
