I know I've heard people say the same thing, but does anybody know of an actual published reference that says this?

Q: Does a crewmember need to be working a flight in order to use the KCM access point?
A: No. TSA headquarters’ states that a crewmember must be currently employed with a KCM participating airline, on active status and in the airline’s KCM database. TSA security officers are not responsible for determining whether a crewmember is working a flight in order to use a KCM access point. Please remember, a crewmember may be randomly selected to undergo additional screening, as there is a random screening element with all Risked Based Security (RBS) screening programs.

^^^^^^^

I'll just add that you may also want to check your ops manual. My Company makes us be on or traveling to/from a duty period to use KCM.

My understanding as well...don't need to be on duty or commuting to use KCM, but do need the suit. A little surprising but it actually makes sense (probably why it's surprising). If so inclined you have less opportunity for malign actions as a nonrev than as working crew.

I don't know why the uniform is required but have wondered if it is because they don't want the public to see people in street clothes bypassing screening.

Someone else has already posted from the FAQ that you don't even need to be on duty to use KCM. So, show us the reference that says once you go through KCM in uniform (which we all agree is required), you have to STAY in uniform.

That's my assumption. There is an aspect of "theater" to the TSA.
