Default SERB and the Post-9/11 GI Bill

BLUF: If you are SERB eligible AND you Voluntarily retire under the provisions of the SERB, AND you have any ADSC waived as a result of that, you lose your Post-9/11 GI Bill Transferability.

This was brought to my attention by a coworker who is SERB eligible. According to the AFPC page on how to apply for the SERB, under Lt Cols, 3rd paragraph, it says: "SERB-eligible offices may utilize the Fiscal 2010 force management limited active duty service commitment waiver program."

The Fiscal 2010 Force Management Program memorandum spells out the rules for the other force reduction programs going on, and details what ADSCs can be waived and what the impact of said waiver will be. On the table of Waiverable ADSCs, there is a note regarding Post-9/11 GI Bill Transferability ADSC. It says:

"The amount of any transferred entitlement under Post-9/11 GI Bill transferability ... used by a dependent of the officer shall be treated by the VA as an overpayment of educational assistance and will be recouped. Transferred Post-9/11 GI Bill benefits under this program may be denied should an officer voluntarily leave the AF and not complete the ADSC."

My friend called AFPC to find out more details, and they confirmed his understanding of the last sentence above. If you voluntarily leave the AF under any of the reduction programs including the SERB, they may (she said AFPC and VA "will") deny you your Post-9/11 transferability and recoup any tuition already paid to a dependent. If you wait and roll the dice to see if you'll be forcibly retired, then you retain your transferability.

In a related note, they will also recoup any regular Tuition Assistance (from the Education Office) you've used for yourself if you voluntarily separate under these programs AND still have ADSC remaining from that assistance.

I couldn't find the ADSC waiver table on the AFPC site, but my friend got a copy of the memorandum from the MPF.
