Separation PCS

Anybody have any experiences with TMO regarding their final PCS? Do they really hold to their no further than one's home of record clause?

Depends on whether you are retiring or separate. It least when I left, if you retired they would move you anywhere in the US. My home of record was Kansas and they moved me to Alaska. But if you separate they will move you anywhere, but you pay the difference between HOR and final location.

My home of record was Colorado, I was based in Arizona, and I moved to Europe when I separated. Everybody at TMO kept saying "oh you will have to pay the difference and it will be expensive!!!"
When I was all said and done, I had to keep asking TMO what I owed them, and it was $0.00

You are entitled to the cost to ship your maximum weight to your home of record (HOR) or the place you entered active duty (PLEAD - yes, that's the acronym they use).

JFTR Chap 5, Part D, Sec 6 - Separation covers the basic rules
Chap 5, Part D, Sec 1, Para B has the table of weight allowances

If you ship half your max allowable weight twice the allowed distance, it works out even.

TMO may try to tell you that you can't ship it anywhere else. That's incorrect. The JFTR is designed to limit the cost to the government, not restrict your actual locations. TMO can give you the shipping rates to your HOR, PLEAD, and your desired location so you can make an informed decision.

Anyone know of a way to looks up one's home of record? I can't see it on my SURF or DVB.

It depends how much time in service you had. I think it's more than 8 years and you rate what's called home of selection. You pick where you want to go and you have up to 1 year after your date of separation to have your stuff moved to wherever that ends up being.

When I separated in May I had no idea where I was going to go. I was in Japan so had the TMO folks arrange to pack up my house and store everything (storage happened to be in California). About 5 months later I'd figured out where I was going to live and work and told them to move my things to my new home. Then I filed my travel voucher and my wife's travel voucher. I still have yet to be paid for that, and I filed about a month ago.

As for your home of record/PLEAD: It's on your first set of orders which ordered you to extended active duty (or your first assignment). Check your personnel records.

Has anyone tried or heard of people changing their home of record prior to separation?

Military Legal Residence and Home of Record

I have alway been told your home of record never changes. That is the address you used when you came in the military. The article at the address above says if you have at least a 1 day break in service, you can change your HOR. You can also change it in the case of a mistake.

JFTR allows up to five years before your final move. Funding line on orders does not expire in 1 year, but you have to ask for an extension every year. Worth the effort.
