Correct, part 137 is a no go. The Post 9/11 GI bill covers 100% of costs up to the annual limit at part 141 AND 142 schools. Buyer beware: books are not included (may be negotiable depending on who you talk to at the VA) and neither is the examiners fee for a checkride.

Yeah Accessibleaviation.com is good. Also, under 9/11 GI bill you can get your check ride fee reimbursed as a test fee. You'll have to claim this with the VA yourself. It'll cost you a month of benefits, but if you're not using the 9/11 GI bill for anything else then it's a good way to get that $400 or whatever back. It doesn't count against the academic year cap for flight training as far as I know.

Does anyone know if it's possible to reimbursed for expenses (using post 9-11) after the fact? I did my ATP practical in Aug and paid out of pocket.

Don't think so.
Recommend calling the VA to be certain, but I'm 95% sure the answer is"no".
