Undersea salvage operations are extremely expensive, especially in open ocean, and are usually only undertaken if if needed to recover sensitive material (ex nuclear weapons) or to determine the cause of the accident and save lives in the future. The cause is probably obvious in this case.

Some US military units have a tradition of not leaving anyone behind but that's not an absolute.

I can tell you that the decision to move fwd or not with a salvage or recovery effort of the fallen is a decision that is made at the highest levels and with the utmost consideration. Many factors go into the decision matrix and undoubtedly a decision to not attempt salvage/recovery is not well received by the families of those lost. Its not a decision I would wish on my worst enemy but in the end having seen the decisions made firsthand and the briefs given to leadership, in all cases, I firmly believe the right decision is ultimately made. Continued thoughts and prayers to those lost and their families/friends.
