Honestly, although I am pretty confident they will recall and hopefully around 2014, I really don't know. Besides some management communications and my own opinion there has really been nothing regarding staffing that has changed in 2 years...

I'd leave NJA off your planning... If they ever do really hire it is agreat plan "A".. IMO a better job than a Legacy just from what I know about Legacies.. (no commute, better food, usually better hotels etc) The schedule is a little worse and the pay not quite as high but close enough. And the city pairs are great vs. mundane same city stuff.
