Yes it is forecasted is not the same as known icing, you can't take an airplane into known icing if it doesn't have the equipment. That being said whats the safe thing to do and most cargo companies will make you do just the opposite.

Yeah the FAA also came out with an opinion that known icing is whenever there is visible moisture and below freezing temps. This really pi$$ed off UND...
